TRI-STATE GENERATION AND TRANSMISSION INC

Acquisition management, permitting and acquisition services for two major electric transmissions line projects.

As part of the Missouri Basin Power Project team, a 1680 megawatt generating plant project (Laramie River Station) with five uhv transmission lines exiting the plant to various substation locations in Wyoming, Colorado and Nebraska (approximately 680 miles of line), Western contracted Right of Way Management covering the entire project including the preparation of O and E (title) reports starting in May of 1978. Beginning in February of 1979, Western specifically worked on the Laramie River Station to Ault, Colorado substation portion of the project (West Side Transmission) under the overall control of Tri-State Generation & Transmission Company, Inc. The work entailed nearly 110 miles of 345kv circuit located in Wyoming and Colorado. Western all of the BLM and State Lands Grant for the Ault line, as well as all title work, other permitting acquisition and damage settlements. As requested by Tri-State or the Project Right of Way Manaager Western assisted other project representatives on other circuits such as the LRS-Dave Johnston line and the LRS-Archer/Archer-Storey lines.

The second Tri-State project was the Hayden Colorado Generating plant substation to the Gore Pass substation near Kremmling, Colorado. Supervision on a 345kv circuit. Due to the fact that this line traversed mountainous terrain the U.S. Forest Service was involved, as was the BLM in the permitting process. Western handled all private right of way acquisitions, BLM, and State lands Right of Way Grants, all access road identification and permits, third party permits, construction monitoring, and damage settlements. This project took four years to complete and was recognized by the Tri-State Board as one of its most successful projects ever completed.

DESERET GENERATION AND TRANSMISSION

Western performed right of way acquisition and permit coordination services for the Bonanza Power Plant Project. The project consisted of three transmission lines. One 115kv line, a 230kv line, and the longest line of 180 miles at 345kv. The total mileage of the lines was 350 miles. Our group was responsible for the acquisition of all private rights of way, securing all BLM, State of Utah and US Forest Service temporary use permits and Right of Way Grants. Western secured all BLM grants and permits and all third party crossing permits/notifications.

SEAWEST INDUSTRIES

Consulting project coordination and acquisition services. This was a Wind Generation Project running a 100-mile 23kv wood pole, H-frame transmission line from a wind farm located near Tehachipi, California to the Vincent substation located north of Los Angeles. All public lands were avoided on this project. Western oversaw right of way agents working for the consulting firm, coordination of all third party crossing permit information gathering and notifications.

Energy Transportation Systems, Inc.
prepared a detailed project plan for a double circuit UHV electrical transmission line project in Wyoming and Utah. Assisted team in the preparation of the marketing Business Plan to secure financial assistance for the project. Coordinated with environmental, construction, engineering/design and survey firms for the preparation of cost estimates. Prepared detailed Right of Way/Permitting budget estimates for the proposed project. This project work has now transitioned to the State of Wyoming, Utah, Nevada and California to construct from Wyoming to California a mega circuit system to supply energy demands in Utah, Nevada and California. In ontact with State of Wyoming project representatives offering assistance with their project needs.

SEMPRA Energy
Acquisition services for a 115kv circuit project for a co-generation facility in Kern County California.

Sierra Pacific Power Project
Acquisition sub-consultant on the Alturas Inter-tie project. Secured easements from landowners located in California and Nevada. Assisted permit activities. Line was a 165 mile 345kv circuit project.

L.S. Power-Overland Transmission Line Project
Western was hired to assist project proponents with preliminary routing and constraints reviews. Western mapped land ownership information from the Slater/Chugwater, Wyoming area to the Rawlins, Wyoming area.  The corridor mapped was generally 6 miles wide. The overall project was a 560 mile transmission line project to take Wyoming wind generation to Idaho and Pacific region markets.  A line list was prepared for various proposed routes by the client.  

Rocky Mountain Power
160 mile 345kv transmission line project in southern Utah. Western is providing project field Right of Way supervision on this project for RMP.  The project is on-going and is currently in the environmental, survey and studies phase. The right of way team is assisting in these efforts with landowner identification and contacts for right of entries and land information gathering.
